We have a confession to make. Belleterre Community Partners, is, in fact, a team of real estate developers. There are many negative connotations that come along with that admission, but we aren’t here to apologize. We’re here to make change.

A registered non-profit organization, Belleterre Community Partners is dedicated to enacting positive change throughout our communities. Through a precise, thoughtful combination of low-impact, sustainable building practices, practical redevelopment strategies, and mindful city planning, Belleterre strives to identify communities in need of support and provide them with affordable housing opportunities.

There are non-profits who want to be developers, we are a non-profit who already is a developer. With a proven track record of successful developments and decades of industry experience, we aren’t just dreamers – we’re doers.

Who We Are

Our exceptional team of real estate professionals and Board of Advisors has what it takes to transform the expectations of the industry. With diverse experience in land development, construction, real estate finance, asset management, property management, and city planning, our team operates with diligence and tenacity.

Blair Martin is an accomplished real estate executive and city planner, with over 35 years of experience in the public, private and nonprofit sectors. Blair formed Belleterre Community Partners in 2020 to address the need for affordable housing in his hometown of Miramichi NB. He is a past member of the Canadian Institute of Planners and a past Registered Professional Planner in the Province of Ontario.

Blair was a city planner with the City of Toronto for 13 years. During that time, he worked on a variety of development and policy projects in the waterfront, neighbourhood, and policy divisions. These projects included the Energy Conservation Community Outreach Project and the secondary plan for Concord Cityplace, the neighbourhood of high-rise towers that now surrounds the CN Tower and Rogers Centre.

As a real estate executive in development, construction and finance, Blair has been employed by SmartCentres, N. Barry Lyon Consultants Limited, Park’N Fly and Romspen Investment Corporation. During this time Blair managed: a study for the University of New Brunswick that analyzed the development potential of the intuition’s wood lot in Fredericton, NB; the valuation of Toronto Community Housing’s real estate portfolio; a $86.5 million construction loan to build a 322 unit residential condominium in Richmond Hill, ON; the renovation of the Bata Shoe Factory in Batawa, ON; and the development of retail shopping centres across Canada totaling 1.4 million square feet.

Blair has a degree in Urban and Regional Planning from Toronto Metropolitan University. He and his family live in Toronto, Ontario and Gardiner Point, Hardwicke Parish, New Brunswick.

Tim McCluskey

Tim McCluskey retired recently from the Government of New Brunswick’s Department of Education and Early Childhood Development. His full professional work experience includes teaching, administration, and leadership development.

Tim’s roles at the Department of Education and Early Childhood Development primarily focused on threat and safety management for schools across the province. This included coordination with the NB Emergency Measures Organization, municipal police, RCMP, and pandemic liaison with the Department of Health.

Tim has, and continues to be, an engaged volunteer. First with the British Columbia Canada Summer Games, and then the British Columbia Special Olympics, where he was a board member and active fundraiser.

Tim’s most recent volunteer service was as President of the Muriel McQueen Fergusson Foundation, an organization committed to funding research in the causes and forms of family violence, promoting educational programs and supporting organizations providing services to those impacted by violence and abuse. In addition to fundraising, portfolio management and awarding grants, Tim interacted with the Muriel McQueen Fergusson Centre for Family Violence Research at the University of New Brunswick and the Women’s Equality Branch of the Government of New Brunswick.

Tim is a recipient of The Queen Elizabeth II Platinum Jubilee Medal (New Brunswick), a deserved acknowledgement of Tim’s commitment to service in the province.

Tim has a Master of Education from the University of British Columbia, a Bachelor of Science from Dalhousie University and Bachelor of Education from Saint Mary’s University.

Tim is based in Fredericton and remains connected to his hometown of Miramichi, NB.

Mat Rouleau

Mat Rouleau is the President of Keyline Properties Limited and the Director of Development for Project Village, the proponent of affordable housing projects in Blacks Harbour NB.

Mat started Keyline Properties Limited in 2021 in response to a lack of local companies serving both existing and new building owners in Charlotte County, NB. Mat’s background in carpentry, property management and leasing allows Keyline to offer a full suite of property management services including tenant, administrative and maintenance needs. Keyline currently manages a portfolio of 70 residential and commercial units in Charlotte County, including a 12-unit residential non-profit complex.

In 2022, Keyline Properties Limited expanded its business plan to serve the non-profit housing sector, with a focus on rural organizations and locations.

As Director of Development for Project Village Housing, Mat manages the organization and the pre-development affordable housing projects being initiated in Blacks Harbour.

Mat and his family live in St. Stephen, NB.

Keith Martin

Keith Martin was born in Ontario and happily makes his home with his partner Teri on the traditional territory of Nipissing First Nation. He is dedicated to advancing equity and supporting the journey of mino-bimaadiziwin for individuals, learners, families, and communities.

Keith has experience in community partner engagement, program development and implementation, and the facilitation of youth and community programming. He is currently the Workforce Development Lead with First Peoples Wellness Circle; an Indigenous governed not-for-profit organization that exists to improve the lives of First Peoples in Canada by addressing healing, wellness, and other mental health challenges.

Recently, Keith contributed to the advancement of Indigenous post-secondary education by supporting Indigenous Institutes in Ontario at the Indigenous Advanced Education and Skills Council. He also had the privilege of living in Attawapiskat First Nation, Teri’s home community, where he was the lead at the Attawapiskat First Nation Youth Centre.

Keith has a passion for community involvement, which is demonstrated through his volunteer work with Best Buddies Canada, Special Olympics Ontario, and the Office of Indigenous Initiatives at Nipissing University.

Keith holds a Bachelor of Arts, Honours in Criminal Justice from Nipissing University.

James Tate

James Tate is the President of Tate Economic Research Inc. (TER), a consulting firm that specializes in commercial real estate market analysis for a variety of public, institutional and private sector clients across Canada. Prior to founding TER in 2003, James was Vice President of Real Estate Advisory Service at PricewaterhouseCoopers.

TER has extensive experience in market analysis and strategic advisory as it relates to real estate development, land-use planning and policy, site selection, demographic forecasting, economic development, and real estate asset management. The services provided by TER includes commercial land needs analysis, independent retail market demand and impact analysis, peer review services, employment land analysis and other strategic advisory services.

James holds a MBA from the Schulich School of Business at York University and Bachelor of Geography from Toronto Metropolitan University.

Elena Nesterova

Elena Nesterova is a Senior Mortgage Underwriter with Romspen Investment Corporation, one of Canada’s largest private mortgage funds with $3.4 billion in AUM.

Over her 13-year career at Romspen, Elena has conducted due diligence for purchase and construction financing for variety of commercial .and residential projects in Canada and the United States.

Prior to joining Romspen, Ms. Nesterova served as a Vice President at IQ Venture Partners, a boutique investment bank in New York City.

Elena holds an MBA from the Schulich School of Business and a Bachelor of Economics degree the State Finance Academy in Moscow.
